Can you recommend a good cpm banner programs for a site with just 16,000 unique visitors a month?

I don't think any CPM program will earn you more than adsense with that kind of traffic, but you can try adsdaq.

you may earn more from pop ad network like edomz.com   instead of cpm, as in cpm you get very low rates, where in pop you get much better rate

the last that i used is metanetwork. DirectMedia used to be great - earned around $50-$75 per month until they shut down

There are lots CPM banner networks. But I don't know if how much unique visitors would it give to you. I have encountered AdPepper and Burst Media.
