Which type of links are better who provide link juice to your website than others like commenting, forums posting, directory submission, social bookmarking.

If building links is concerned, then there are still a lot of different ways side from the mentioned above. There would be link bait, reciprocal link exchange and article marketing.

@roses, what do you mean when you purchased links? It's as if buying links or what?

Commenting and Forum Posting helps more than others although Social Bookmarking helps a lot.

Linkbaiting is one. If your content deliberately attracts visitors towards it, what better?
Blogging and guest blogging is another. Posting on other authority blogs as a guest blogger exposes you to a wider audience and helps you gain high quality backlinks.
I use a tool called ???Keyword Country??? to find popular, niche related blogs to guest post on.

Does directory submission could also build links? What can you say that others thought directory submission is already out-of-date?

Still Google recommend buying links, i have heard that Google will penalize if you bur links. plz explain

For me articles submissions and social bookmarking  these are the best methods for links building.

According to me Press release and social bookmarking are two good methods for link building.

For me, social bookmarking, forum, article submission.

For some people it falls under a "fad," but social networks are a great outlet for getting more links and traffic out there. However, the key work in that is "social." If you talk to people and make your company seem human, rather than just an image, you can create a lot of publicity and link building.

I think blogging and blog commenting are good. They are dynamic and ongoing.

After you have bookmarked your site on some social bookmarking sites, that is it. It is over. Done.

And after you have written some articles, and you've started to run out of ideas, that is done too.

And links in forums are often no-follow, so I don't think forum posting could be considered a link-building activity.

But somebody is always making new posts on blogs that you can comment on.
Or you can write your own.
There is always new content being created.
