Anyone know of which websites have the most traffic and the best designers for "paying" contests to redesign headers/logos, etc...?

I use to submit the contests of our forum to other webmaster related forums.
There are also forums that you can sponsor a contest and get a better placement for your contest (or maybe a pm to all members about it) but this is something that you have to ask each forum owner.
