As far as text links are concerned blog comments are best to get quality and authority websites. i have great experience regarding this and it improve a lot my website ranking i fully depended on them.

Blog commenting is good and is very effective when we talk about linkbuilding, but due to spammers sometimes I found it worthless.   

For blog comments, make sure not to spam blogs as you run the risk of having your IP address blacklisted. If this happens you will find it difficult to link build and to develop your online presence.
