Google Server Problem

One of my clients asked me he think that his website has been penalized by Google after server down. I want to know is it possible that Google penalized his website for server problem?
Do you suggest him to go to a dedicated server or he still can use this shared server?

Could be if the server was down for several days. If it was just a few minutes or hours, this will not impact the ranking of the site.

Not sure that you should move to a dedicated host. This depends on the source of your problem: it could be the hosting company or a poorly written script or an overloaded server.

Seriously, I don't know this is a miracle or anything else, but this is never ever happened with me, that I have to  suffer this kind of server problem with google. this one is the best in my knowledge..
