I need a MySql database for my website. I have been unsuccessful in any attempt to log in to MySql via telnet and my e-mail messages to support have gone unanswered. How do I get a database established?

you don't telnet into mysql but rather the server.
What steps have you gone through perhaps we will spot the problem

where are you hosting your website? While most hosting plans offer MySQL, some don't. Is there any control panel you can log into at the host that lets you check out site stats and your site e-mail?

I'll second what mind_nl said. Most hosting plans that offer a database will provide a web-based interface for managing it, such as phpmyadmin. If your website has an administrative interface like cPanel X then there's probably an entry there for managing your databases too.
If your hosting provider doesn't answer support emails, it's probably time to change providers.
