How to make my site has a good rank on google?

Now, serveal keyword of my site has rank,but just 40-50,i want to be the top one,what should i do?
Build backlinks?More and more links?

You need quality backlinks, meaning that you need links from relevant web sites.

How do you think about buy text link? I mean write a good content about your business and pay for publisher to public it in high PR news, Magazines. For sure ask them a link to your website. I think those are quality backlinks ( if money is not matter with you )
