I have a little problem of bringing this site on top to google on this keywords

Hello guys this is debt settlement website " w w w dot debt-settlement-negotiation dot com". I am doing seo for this site more den a month and i am not seeing any improvements. I am working on this keywords " debt settlement program, debt settlement companies, credit card debt settlement, debt settlement program, debt settlement" right now i am doing article submissoin bookmarking directory submission and link exchange. Still i don't see any improvements in these keywords for this site. Can anyone please provide me with tips on how i can improve the condition so my client doesn't live me.

First of all you should be patient because those are hard to get keywords :)

Now with a first look in the site check the html code. You have 3 h1 tags, 2 of them have the same content and one is empty. Make sure that you have h1, h2, h3 to each and every page of your site. In general you need to work out your in site seo.

After that you could add some content to the site (it would be better if you could add content every day)

Next thing is that you should start with long tail keywords and when you get results go for the big ones.

You might want to try to get as much backlinks from authority sites as possible. There are a lot of .edu sites which an possible link back to yours o I suggest you go look for them.
