doesnt have much info on the site, but large sites like deviantart.com and last.fm use it.
Its mainly for" online music, community, blog, culture, gossip, gamer, comic, college and entertainment communities".

has anyone used it before? good rates? good service?

It seems that it is very hard to get accepted by them, plus you need a lot of traffic.

After all if they have deviant art which has millions impressions per day, why to accept a small network

that does make sence. I havent seen any "small" site on it before
