I want to learn HTML+CSS. I was just wondering if i spend at least 3 hours a day studying it how quickly will i be able to write it fluently?
Also, when people design websites do they learn ALL of the code or do they have a blank template of the code then add all the vital information?
Thanks

w3schools.com is a good place with nice tutorials
but I am afraid they are Internet Explorer Centric (don't always work in other standards compliant browsers)
another good resource is webdesignfromscratch.com
but you have to practice a lot and no most people don't actually use pure HTML noadays to build a website
they use a CMS and customize the template (at most)

Go step wise, learn html first and be perfect in that, then start CSS. CSS will not take long for you when you know HTML perfectly.

There are two online ways to learn how to code HTML and CSS manually. The first is through the step-by-step but very comprehensive w3schools.com. The second is through a rather limited crash course, offered by htmldog.com.
