Cool! that is one hell of a list - I have only ever really used goo-tutorials - you have give me something to do for the rest of the night now :)

LOL seriously though - if you want to become proficient in Photoshop the more tutorials you do the better. Dont just follow the steps and never do it again - actually take time to learn the techniques they teach you - you can then combine these techniques to produce your own original work. Its well worth the effort! :)

I agree with Sparky. Experimenting with Photoshop is the best way to improve your skills. Tutorials will give you an idea on how to get started!
