Not sure that's quite right. Reverse SEO isn't (quite) unethical, and won't be penalised by Google etc.

No its not the same. Reverse SEO is basically controlling the top listings so if there is bad PR about you its pushed to another page. Black Hat SEO is done to trick search engines (against their ToS).
