off page optimization is major part of the search engine optimization.
i did directory submission,article submission,social book marking,press release submission,do flow blog comments,etc,etc..
but approval rate is very less
please help me to know what is the reason ??

This is normal. Web directories need some time to approve your listing.

Yes and this goes more true today. I guess directories have been more strict with approving sites today due to a lot of spam sites that have been submitted.

If you have correctly done your off page optimization, i mean you have published fresh and informative contents then optimization will be done very soon, but yes it takes time, you have to be little patience.

Be patience dear..... now a days, the directory submission approval rate is very slow due to a lot of spam. It really takes time because off page seo is all about patience.

Do not rely solely on directory submission. You should do a combination of various off-page optimization tactics at constant velocity because SEO is not an exact science and doing a lot of one tactic will definitely not suffice.

Maybe that is because your site content is not good or just your PR is not high enough when compared to those you want to link to.
Just keep on bulding quality links and try to optimize your site content and design.
