I'm not that an expert in web but base on my readings I think it would be Dynamic Website. It always contain fresh information and constantly in update. It provides a live viewer experience. The only disadvantage of such is a web page is initially start up by HTML pages that were also use in STATIC web pages.

Dynamic, any day! Both, search engines and human visitors love fresh, updated content on your website. With a static website, you are not giving them a reason to return back to you.

Static is easy to optimize the website. We can create our own keyword in the URL to rank better.

Wikipedia is not always that reliable. There are still a lot of on-line resources that you can refer.

even if you can manipulate static websites for seo purposes it will be useless as google only favors websites that always has fresh and unique content

Go for a dynamic website. Both, users and Search Engines, love fresh and useful content on a website.

Dynamic websites would be better for you. You can make the most of your site and either use it as a tool or create a professional, interesting experience for your visitors.
