Well you can get a very good explanation of what vector graphics is at Wikipedia

Additionally I would like to tell you that if you are using Flash then you should use them. Otherwise the images that we use in the web are all raster except for the SVG images wich are not so well known right now, but they are a w3c standard.

vector images contain more information than just the pixels you can see... for example you can draw a circle, then if it gets resized later it will add new pixels so that it's still smooth because it knows that it's supposed to be a circle.

yes, that's why most logos are in vector form, because of resizing.

Yeah using vector images is ideal for graphics made for print. Adobe Illustrator is the way to go for that.

Vector graphics are mostly used for logos and flash animation right?

That's right, but actually you can use them for anything else too if it complies with your whole layout

Vector images never loose resolution, thats the best part. Now with the new illustrator cs2 you can also vectorise every image... Perfect vector icons even from a low resolution web image (I could easily advertise abobe, couldnt i ?)

Ok back to serious now:
Try this (even if it doesnt work perfectly, i hope they will improve it later) and also try it with a pixture... It gives great vector effect i love it!
