Forum participation is a great way to get traffic but forums needs to be of your website niche type and blog commenting is the easiest way to earn backlink for a site.

Why do you have to choose? When all are effective and more importantly when all are free of charge, why not make the most of all of them? All are important, none eclipses the other!
