But i can't find any free email lists.

Even if you could get mailing lists for free, you can't just mail to those people. You need permission to do so, otherwise it is spam and it is illegal.

I'm not to sure the data base provider is just going to hand out a list of email address for people. Best way to do it is a free ebook with subscription attached for download.

The best thing to do is build a targeted email list by offering people a reason to send you their email, like a free ebook or guide for example.
