Start with that, figure it out for yourself, and then formulate it into words to explain this for other people as well.
2. Set objectives
This is worth it. Without that answer you won't succeed.
3. Research
Before diving into the link building, you should gather as much information on the market as you can. The key to the success is information.
4. Build content
the quality content opens the door to many inbound links to your site.
5. Keep working
Every day something happens and your website is better to reflect the changes, otherwise your competitors do that :)

There is no substitution for quality content. And that takes time. Unfortunately there are no white hat techniques that aren't time intensive.

RSS directories, Article Directories, website directory submissions are also a good way to establish a stable link building strategy...

good stuff, i find it annoying that white hat takes so long but these techniques often offer more stability as they arnt just spammy crap

Well... You can always do black hat SEO and get fast results BUT it WILL most certainly backfire.
