Interesting. I have just started to make one for one of my clients. Well the first things you should consider how to implement, are :
Propaby it is a really difficult program to implement, so if you don't want to give so much time, you may use an open source one.
There are plenty of them, and you can use this site to test them. It is a site with demos of several open source cms programs.
- Template system
- Menu categories
- User control and access
- Editor for pages
- Blog like comments
- Statistics

What people usually want from a CMS is the ability to make their page look how they want without coding anything. If you can achieve that you have a great CMS.

Actually I think that a good CMS is one that is simple enough for a novice to use, yet versatile enough for someone with programming knowledge to customise easily.

Ah, I agree with NumBa1Stunna516. That is what I look for in a good CMS. All CMS's take some time to master. Look at PHP Nuke, it took me a couple weeks to learn it.

While it is true that it should be "noob friendly" you still need to have all the features.
