I agree with two comments posted here - generate informative, niche-focused, keyword-targeted, easy to scan articles (you can job out the writing if you want), submit these to article directories to generate back links, and take part in leaving comments in high page ranked sites that allow leaving links to your site. Make sure many of the anchor text you use are also the keywords you're targeting. That's how you fish for enough traffic to your site to get its page rank increased.

Just remember that PR have a very little or even not at all meaning if you are trying to attracts many visitors. There are many websites with 5PR and only dozens visitors a day. The better measurement tool is alexa ranking - but it is not perfect too.

PR means Page Rank, created by Larry Page of Google and is one of over 200 indicators to the Google serps. What it means is you have a certain amount of inbound links pointing to your site.
