You can check your website download speed from submitexpress dot com.
For increasing your website load speed you need to optimize your website code. remove unnecessary tags. place big size images as a background or control them with CSS, and slice all big images and also validate website code.
this method definitely improve your website load speed.

Site loading speed is largely based on 2 factors: The server's performance and the website's graphical elements and Optimize those and it should be fine and one more thing,If you are using firefox, their is an add on i heard about called yslow, it will help you make your site faster.

You can use the Pingdom Tools (I cannot post links here, enter http:// followed by tools.pingdom.com in the address bar of your browser) to measure the load speed of your pages. The nice thing is that it clearly shows the load times of the different parts of the page (CSS, images, JavaScript,...).

These could be some of tips which we can use to load our websites and get them good rank as well as  loading speed is directly proportion to rank of the website as per some new rules set by some search engines. tips likeGet A Fast & Less-Loaded Web Server,Know When To Use GIF, JPG & PNG Files,Use XHTML ? No Tables,Use CSS Smartly & Compressed,Merge & Compress JavaScript Files...these could be some tips which can easily help to speed up your site.

yes you can minimize your website loading speed,... you have to review you website design, checking that if there is any heavy elements, try to remove them.. 2nd minimize you website flashing, and animation , which don't like by the search engines as well as by the users.

Some more  tips to improve loadig speed of your page:
Reduce the number of http requests.
Every independent file, which is inserted into the page represents a requirement. Files, java script, CSS. html, etc.
For example, the one html page + 7 images css file + 2 + 2 external Java Script is 12 http requests ...
Some sites have more than 150 requests, but I think it tolerably than 50 ...
Optimized graphics: the size of each image is less than 10 kb ...
External java script set up at the bottom, the last load.
Consolidate external javascript and css files into one external file.

you are right, one thing i was thinking, for website loading speed internet speed also matters,do u know what is the average time,, and how    it effect in SEO?

This problem occurs when your server is  not good then you site will take more time to load.This problem can only be ended if you are a good knowledgeable person.
