Not sure that's quite right. Reverse SEO isn't (quite) unethical, and won't be penalised by Google etc.

No its not the same. Reverse SEO is basically controlling the top listings so if there is bad PR about you its pushed to another page. Black Hat SEO is done to trick search engines (against their ToS).

Can you post some more details as to how ORM is done in this way? I'm sure I'm not the only one to be fascinated.

well basically it is a blackhat SEO technique..
so you can say they are the same..
but blackhat sEO is broader..
