Black Hat. Anything underhand, dishonest or unethical. The crucial test, perhaps is: if the search engines knew how you were trying to improve your serps, they would ban or penalise you.

White Hat. All SEO that is not Black Hat. Working ethically in such a way that no reasonable person would criticise you.

Black Hat is generally trying to dominate serps to get visitors to your site generate income.
Reverse SEO is generally trying to dominate serps so that adverse comments about your business get pushed off the top pages of serps.

Black hat SEO can get you blacklisted by google if they find you are using these techniques

White hat SEO is 'approved' by google. Meaning they dont mind you doing it because it is a legitimate way of getting results.

Blackhat techniques is a shortcut, in seo black hat techniques are only good for bringing in some cash in the short term, I wouldn't consider them if you are serious about generating traffic in the long term.

black hat SEO are the techniques which will bring your website on top more quickly rather than white hat SEO. but it will also make your website banned from search engine before you know it. white hat SEO are the techniques proved by search engines so that you will not get banned.

in a way, yes. giving the possibility of devaluing the weight of certain links Google has implemented a way to decrease the effectiveness of some methods of spam (for example in blog comments).

White hat is no tricks, just solid HTML, CSS, JS, SQL. Black hat is simply manipulating the search engine results pages using a number of methods including:
- hidden text and hidden links;
- cloaking - described above as showing one page version to engines and another version to real users;
- taking part in link schemes, especially automated;
- using doorway pages, i.e. pages built only to set up a cookie on user's computer
