Meta tags are not important in seo. The only thing that matters is the meta description which will actually be displayed on google SERPs but it's content wont matter in rankings.

Some metatags are important for SEO. But the metatag keywords is not one of them. If you have capital letter or small letter in your metatags does not make a difference. Metatags are good for the visitors experience especially the metatag description so it's worth adding metatags to your code

The spidering and analysis of your site is case-insensitive. Using capital or lower-case letters does not matter, just like in the Google search box.

It makes no difference to google. The content of the meta description should NOT be all uppercase. It should be written in "sentence case" i.e well-formed English sentences/phrases.

as for meta tags, I think it doesn't make any difference.  I came across one articles though that the capitalization of keywords in your page content makes a difference. Do some research for confirmation.
