 Search engines rank, what they consider as "important" websites, higher in their result pages. The importance of your website is assessed using various algorithms of a search engine; prominent aspects being:

    * PageRank: A measure of the PageRank (PR) of your web page on a scale of 0 to 10. Google Toolbar (toolbar.google.com) tells you the topic-independent, absolute importance of a web page, 0 being the lowest and 10 being the highest. Each PR value between 1 and 10 is 6-times more important than its previous number. For example, PR5 is 6-times more important that PR4.
    * Links from "Authoritative" Documents: Links coming from documents considered having higher authority in a particular industry. i.e. links from reputed industry sites or pages having several incoming "related-industry" links. Links from authoritative documents add both, "importance" and "relevance" to your web pages. There are no publicly available qualitative tools to identify or qualify a document as being "authoritative". Search Engines like to keep this information a secret.

Yeah content is the major thing which can improve your rank. It has to be unique and very informative.

Also keyword research is an important thing to improve your rankings.. For that i can advise semrush - good tool anyway.

Well we rank our website for certain keywords so keyword selection is done before increasing the rank of a website against a keyword.

Also good keyword research may help you to improve rankings - i use semrush for that case for example.

importance = pr

PR has little effect on ranking, as google uses another 100+ critieria

obviously it helps, but you also need links, niche links, traffic, content, optimization, age, etc

For getting a top PR is not so easy. You will have to do good number of quality backlinks,Do a keyword research on with Google adword ? and find the relevant keyword for your site.,Increase your website contents with more relevant keywords and increase internal  linking,) Submit to blog, directories, articles, forums, press release.

I wouldn't say that PR is merely about rating how important a site it. And as a matter of fact, the whole PR factors doesnt seem to play that much of a role in ranking anymore. At least compared to a couple of years ago. There are more factors coming in that make Google decide if you should be yay or nay - the need for speed for instance or the "freshness" factor. So if you provide new content and stay on the ball with things and subjects you may very well outrank a top notch high PR site - provided they haven't caught on with the "news" yet. So it may only be for a short time....

Quality back links and Fresh content aboth are very efficient to improve pr. And also get some paid links from higher page rank site.
