ive had justinlove.net since October of this year and havent been able to get the PR to rise from 0. i used a future PR checker and it "says" that my PR will be 2 in the future. if so, when do these changes take effect? i am involved in link exchanges with up to 40+ websites with PR of 1 or more and still no luck. any ideas?

I heared that reciprocal links are not counted by the pr algorithm.
So propably those link exchanges wont give you much.

Reciporical links will help, but not as much as one way links. Anyway, get A LOT of links, and your PR will go up, you just need to wait for the update. I assume that there will be one soon (maybe slightly after January.)

Submitting to directories does the job. You should be able to get PR3 just from directories.
geez ive submitted to lots of directories and got a bunch of good link partners still 0 (or 1 after update, maybe)
You can always get a PR5 link from this forums shop.
A PR5 link should take you to around PR3-4 easily.

As pixelgoat said, you can always get a decent PR link from the shop. I'd start there. But you should also use the time left until the next update wisely and try hard to get as many one-way links as possible (paid, non-paid, doesn't matter). Reciprocal ones don't count nearly as much as one-way ones.

PR is not the most important thing IMO, but its good to make money.
Try to get good content, and then link to that content on other forums or something

ive got the content, and ive got the link with topsites, but my predicted PR is 2 now and im sure it will be back to 0 by the time google updates itself... what are the other sure-fire methods of increasing PR? and how do i know which links i should get rid of to also increase my chances of a better PR?

Don't pay attention to predictions.
Also have in mind that the links don't count from the first day. Google in order to avoid the "Google bombing" phainomenon waits up to 8 months before indexing a link
