I am not the best advisor on that as I've stopped submitting my sites to directories years ago, but I think it still has some impact.

Do you mean effective? Yes, It is still effective especially if you want backlinks and traffic.

Adding links to the web directories can still be useful because we are talking about gaining one way incoming links in the world of SEO and the possible impacts they could have on the websites rankings. Although a lot of weak directories are listed over the net, but if the linking pages are accessed by Google, so the links would be counted.

Presumably, for SEO purposes at least, not all directories are created equal ... any consensus on which ones are the best?

Yes... directory submission is still effective because it helps in link building and link from high PR directories boost the ranking of website.

I would say directory submission is effective but in some directories only, try to submit to well known directory such as demoz,yahoo and of course  google..Other wise it's just a waste of time.

Well it is but not to great extent.. Do directory submission but do not spend a lot of time on it.. Make it your extra activity which you will perform if you have spare time!

In my opinion , yes submitting your blog or website to directory sites is still beneficial to you, it still helps you get backlinks and does help in increasing your page rank in search engines, directory submissions with social bookmarking and few other services would help you a lot .

If your website is new and want traffic then first step is Directory submission then go ahead for other things
