It can be a good idea, if you can't get free ones.
I mean there are thousands of free directories. If you care to submit your site to all of them, then you'll for sure have a pr of 6 - 7
On the other hand it is very time consuming process to submit your site to all of these directories, and some times is good to start with one - three high pr links to boost your site's results. In this case it worths the money.
Personally when I start a new site, I link it from my main site which has high pr ( www.thetopsites.net ) and it get indexed in one week or so, plus it get a pr in the next update. For instance this forum without any other link got pr 4 in it's first update.
By the way if you are interesting to buy text links, let me know as we have some empty slots in our directory

Well have a paid text link on a high PR/heavy traffic with related content to your site can be of GREAT value! Don't buy links from a site that is not related to yours otherwise it won't be of any value to you

Once you get a few site you can start spreading around your PR. I own a few sites and have used one big one to send PR to the others. After a few submissions I can get the sites to a PR4.

Its tough trying to do exchanges when you first start out and have a PR0. Personally, I think its a wise investment to pay to have people hardlink you on sites with a high PR. PR5 and PR6 are the sweet spot. Anything lower doesn't help much, and anything higher is a bit too expensive.

While its not 100% accurate it does help sway the person with whom you would like to exchange links.

I'd like to reach some sort of equilibrium. What I mean: I start out bu buying a few PR4-5 links , to get my own PR up to 4-5. Then I'd go about selling textlinks on my own page, to cover the cost of the links I keep buying to keep my PR growing
Is this even possible?

That's a very nice strategy. Let me tell you mine. I submit my site to every directory I find in my way.
Each week I do at least 10 submittions (in the beggining of a site I do more )
After 10 months (or so), my directory got a pr 5, and I hope it will be 6 on the next update. Also all my other sites that are crosslinked, got pr 4 without any other incoming links. Now I sell some links that give me some of my costs back, plus I can use them to boost this site (as there are links in the shop) and I can have some 3 way links with other pr 5 sites.
So what I mean is that there are many ways to get benefit from your pr raise, and you can get a decent pr number, even without paying a cent. Of course you must have some time to spend to do that.
