It sounds like your site has used more traffic than what is allotted in your hosting plan. If you contact your hosting provider they should be able to re-activate your site and increase the amount of traffic that you can use each month.
I will send you to /dev/null/

Bandwidth limit is the amount of data transfer you are given on a plan/package by your host.

The notice means that the bandwidth allowance that your host gives to you on your current plan, has all been used up this month. If you have recently received a lot of traffic, this may happen.

You should consider moving to a bigger package with more bandwidth allowance.

You actually have 3 options:
(1) take away some content, in case you are offering large files for download; check the logs to be sure where the traffic goes
(2) improve your present contract with your hoster to a bigger contract giving you more resources (w/ an additional cost, of course)
(3) transfer the full site to a different hoster who gives you even more data traffic bandwidth

Server allow you bandwidth. It is like a space that you are using,  It message is showing because you don't have space for more visitor. It is ready filled. You need to buy or increase you band width..
