Keyword against a particular page , Yes you can promote and i think you need to do SEO for this.There are many other ways to promote this but SEO gives you very relevant results.

there are lots of ways to target your keyword...
1st work hard on on-page..
and then step to off-page.... !!

For on-page working use keywords in title, in meta tags, in first and last paragraph of your website.
For off page join social media marketing websites and create back links and submit articles in different article directories by placing keywords properly in article body and title.

First look its competitiveness and searches then place its link on your website's homepage and start off page link building blogging , forum posting, new techniques like Web2.0.

first select right keyword related to your niche .... and then ... concentrate on doing SEO for it...

You need to check the competition level of your keyword. Then try promoting your keywords in specific sites.

I assume that you are asking about promoting a site for a particular keyword. You can do SEO ( On page and Off page optimization). On page consist of optimization of Title, tags, H tags etc while Off page consists of link building through forum posting, blog commenting, link bait, article/blog/ press release submission.

Add your keywords to title and description tags of the pages of the website. Do social bookmarking, directory submission blog and article submission with your keywords hyperlinked.
