Indexed status of my site is not very good, in fact, only 10 percent pages of my site are Indexed by Google, I am puzzled that is it the right time to improve a certain keywords' ranking through backlinks building now, or I should pay more attention to make more and more pages be indexed now. Why? As usual, what is the best time to improve keywords' ranking based on the percent of indexed pages?
Where are my glasses?

I suggest you to submit sitemap to google webmaster tools

Hello tim wallace When it comes to Google organic search results, it is all about web page rankings but not site.
As long as the on-page optimization of your pages is properly done, you can proceed to the off-page building (baclink building)... It's up to you to choose which page you wanna optimize the rankings for specific keywords. Further more, even though certain pages are not indexed, it will get indexed along the way you carry on proper off-page optimization...In my opinion..
