where is the article you are referring to? I'm interested about the flaws newbies commit in their web design.. however, i would like to share with you some tips of a GREAT WEBSITE..
1. CONTENT is would always be KING. 2. texts and graphics should be used properly 3. make Navigation easy 4. individual pages should be kept short. 5. make sure your site works with different browsers 6. check your english.. make sure there are not typographical and grammatical error 7. you should be consistent in design. that's very crucial 8. be cautious with the use of multimedia elements 9. broken links is a big NO! NO! make sure you don't have any of it

Can you please attach the article? It would be interesting to read.
However, as a designer, I would say that you should go for:
1. Clear Navigation.. 2. No pop ups 3. Place your advertisements properly. 4. Make use of CSS 5. Position your content at the top of images. 6. Make use of less graphics. 7. Dont make your website look like an advertisement. 8. Make sure that your fonts are easy to read.
