You have to start with on-page.. then off-page..
There are tons of websites online where you can learn the basic of seo quickly.. the best way i suggest is search for seo books in Google's Book Section!!

simply seo is a technique to improve your website rank in different search engine. generally it has two parts on-page and off-page which have many sub parts or techniques like directory submission, SMM, blog writing, article submission, keyword research etc. 

It's a a technique to increase your website's search engine visibility.

I think SEO itself is a set of techniques for online visibility of the website. so do better seo to get better rank.
