Both are very useful in link building. But I would assume the best way when it comes to link building is through blogs.

All are good but blogging gives you freedom . As in a blog you can describe about your product, service or brand in greater detail. Also, Blogging gives you contextual links.

Blogging works best for me...

It gives traffic, backlinks, reputation and on top of that it gives you good exposure among celebrity blogs in your niche.

Using forums for link building is usually spam, plus it takes a lot of time and gives no value to what you do.

I prefer blogging and social media as this is something that will bring you to real people who are interested to what you do.

Also if you are doing it right people who like you will actually promote you through their blogs and social profiles.

According to me, Forums provide permanent links. But i vote for Social Bookmarking because its a very good technique for getting quality back links.

Blog commenting and forum posting can be very helpful in terms of getting more traffic.
I recognized that paidforumposting.com provides such services and decided to try them..
Their support was very responsive and explained everything in details..
Now I am happy using them.. can also recommend these guys.

I too opt for forum. B'coz in forum people can share their views, and opinions about the topic. It mostly involve people to interact, which in turn creates interest in creating threads to find out the solution, and posting replies to clear one's doubt.

For me, I like social bookmarking, it's easy and it's also effective techniques, but they are all effective techniques and can drive more traffic and you can get a good result in search engine result page, but it will depending in your work.
