According to me Directory submission and Social bookmarking both are good link building techniques for getting quality back links.

Yes too much worth if these backlinks are at high PR directories also on Do follow... otherwise there is no worth search engines ignore these backlinks which are at 0 PR directories and gives negative karma ...
So always use best page rank directories as well as paid ..

I agree, most directories are filled with spam and they are over loaded so the link is worth almost nothing anyway. The only good directories are ones you have to pay for on a monthly basis.

I am agree with you because i have also experience that backlinks are worth less now. For example i have seen a web site of page rank 3 but it has only 3 external links with no back links. i was really surprise to see that. Some how it is still a mystery and may be till then when google will not open this.

I say directories are still good.  They are not a magic bullet, but you need good link diversity, that means social networks, forum post and directory links.  That being said, I would not pay for any.
