I agree with you, mentioned above.  When you create a link wheel all the content has to be unique and stuffed with keywords, as any other SEO methods can be abused, so can link wheels.  It is similar to buying 10 thousand backlinks to your site, rather than doing it yourself and getting 200 good backlinks.
