You are supposed to consider both of them.

I believe I understand your question.  In relevancy and importance by order of importance Google goes like this,  Domain, Title Tag, Meta Tag, H1, then H2, and so forth.  If you keyword is in your domain that will help a lot, but is considered a rookie SEO person.

Both are relevant. Do the proper keyword research and try for to put them in your domain.  Anything and everything you can to help with SEO will be good.  After that make sure your content is of great quality and optimized for your keywords.

Keywords are always main than domain. Relevant domain name is always recommended but relevant keywords are must.

The answer to your question is keyword. You can target multiple keywords in your title, meta tag, description. But you can also try to put that in your main keyword in the domain name when possible.

Everything about your site is relevant there is no "one is more important that n the other" sort of thing, Google takes certain things into higher regard but if you focus on it or it doesn't look natural then they will penalize you for it.
