Panda is Google?s algorithm against duplicate / stale content. Nobody knows the working of Google algorithms. All this is a background process and highly secretive.
All I know about Panda is that since the main update (in February and April), Google has been pushing small updates to the Panda filter all of which aim to improve Google search quality.
Many Article sites like Ezine got adversely affected by panda due to large amount of spun content and had a big downfall in search rankings.
In order to avoid panda attack and rank high, you should avoid duplicate content. Long tail keywords were also stressed upon.

If you have website with only duplicate content - be aware and quickly do something. If you get a ban or filter it will be hart to get back.

Check your
Ad units (boxes) to Content ratio
search for any copies of your content in Google and the index them form your website
try to publish only unique content, written in proper grammar
check also you bounce rates and average time on site

These are basic issues with Google Panda.

Google Panda is like the Google Police department. They pick out spam and malicious content from the results, as well as low quality pages.

Google has always been looking at dup content on sites, which is the cookie cutter approach to get a large site, even before they came out with Panda; Panda is more for other sites that are excepting content that is similar so they can get a large site by others adding content to it, even closely similar content.

I guess you are asking how to tackle Google Panda. It's very simple. You can do that by posting original, and useful, content on your website. Do not use Duplicate Content on your website.
