Nope, its a ban for reason, they are the few companies that stick to the actual meaning of it.

The only thing you can do is email yahoo (good luck) and ask for the ban to be lifted, it is possible, I have heard of others getting their account back from yahoo and tumblr.

I think it is difficult now if you have lost of get banned your account from yahoo because in my opinon yahoo will never open your account again therfore you should make new account and avoid spamming.

You can not reactivate once you have banned from the site.
