The best and most effective way to get Page Rank is to get links from sites that have higher Page Rank than you.  Even though this is easier said than done, but it is definitely worth your time because about 20 PR 5 links from pages with actual PR, will probably make your site PR 5 at the next update, and one PR 8 link will probably make it PR 5, assuming the OBL's are kept to a minimum.

PageRank is a link analysis algorithm, named after Larry Page[1] and used by the Google Internet search engine, that assigns a numerical weighting to each element of a hyperlinked set of documents, such as the World Wide Web, with the purpose of "measuring" its relative importance within the set. The algorithm may be applied to any collection of entities with reciprocal quotations and references.

PageRank is founded & developed by Larry Page, it is a numeric value that represents how important a page is on the web. Higher the value shows the website is more popular on the web.

A PageRank results from a mathematical algorithm based on the graph, the webgraph, created by all World Wide Web pages as nodes and hyperlinks as edges, taking into consideration authority hubs such as cnn.com or usa.gov. The rank value indicates an importance of a particular page. A hyperlink to a page counts as a vote of support.
Page Rank has designed a series of domain, search engine optimization (SEO) and webmaster tools to assist webmasters. Find expiring domain names or register domain names with the Domain Tools.

I'd trade some of my new found PR for some sales. We had to let 8 people go last week. All really good folks. Too bad! This after a recovery of traffic on Panda 2.5.2. PR is worthless. What we need is a stable environment (e.g consistent SERPS not this yoyo junk).
