PhotoShop is the best commercial product. If you want a free alternative, GIMP is highly recommended.

If you are talking about the best in between this two then adobe phototshop is best...but I prefer Dreamweaver

I like to say that Adobe Photoshop and Corel Draw are the best tools for the purpose of graphic designing.......... I think these are the best tools for quality designing.............

adobe is good but u have to buy it while Gimp is or free and u can do everything you could normaly be able to do in photoshop
