I am planning to build a network of 200 websites over the next two years. I want to link all of the websites back to each other. Now my question is say 3 out of the 200 websites are page rank 5. Will it cause the rest of the 197 websites to go up in page rank? I would like to have every website rank as high as possible.

That depends on the pagerank that each of your pages have, plus the weihgt of links in every page.
That means that you will get some pagerank from those links, but don't expect to get high pagerank numbers from this alone.

Also think about spreading the hosting around, word on the 'net is that google doesn't like different domains linking to eachother when they are hosted on the same IP address...

I heared this a lot of times (about the different ips), but I am not sure if it is true.
I have made several sites in the past that got links only from sites that are hosted in my server (same ip adress) and still they got pagerank.
