You see the code is there (if you check the source) php creates only the code the website is rendered by the web browser while parsing that code...

My advice is to build the site with relative positioned layers.

I frames are not good for websites, only for banners, ads and other not so important stuff.

I know its hard to get adviced to rebuild something that's almost finished, my suggestion is more about to learn building websites like professionals are doing...
