For one joke I use one post or in simple words in one post there is one joke. Now kindly tell me should I digg one post (its hardly have four lines). I mean this is something not as per the standard but as you are the frequent user of digg so please advice.

No I wouldn't post that to digg. Digg's visitors is a tech savy audience so unless you have a killer tech story do not submit it there because they may even ban your site from their service.

can somebody please explain link baiting? Also, what are thoughts on article submission - I know digg is a little different, but what about the more classic article site?

Link bait is - in simple words - the techique of writing an article that people will love to refer to. It should probably be a resource list or in general an article that defines what it is refer to.
Now about article marketing I don't think it works the way it used to before a few years because of the duplicate content. But if you write a unique article and post it as a guest blogger to another blog or a big site about your niche can help.

So what about things like posting some of your content on a bit torrent server and the like? What about paying a little money to cheap workers in philipines to move your links around, etc? I mean, there's a lot of stuff to be done...and I'm no expert nor have done some of the things because I still don't have the content I want to sell, but the time will come.
About link baiting, it all boils down to having great content doesn't it?

Yeah, that's it. Cheap workers can't do what great content can. For instance you can hire someone to submit your site to thousands of directories. First of all you don't know where they will submit your site, and this alone can cause penalties (FFA, etc)
On the other hand a good link bait can give you fresh links every day for months
