I got that mail too.

I don't think that this is big news, as nobody have ads in their sites without coloring.

The only thing that this movement shows to me, is that bordered ads are not converting much as blended ads.

As for the question (Google trying to increase revenue?) I think it is a retorical one right? After all the answer to that is obvious Smiley
