Wordpress is propably the best, but movable type is good too.

I am not sure which is the best, as I have never used them before....

I need to start a blog without spending much time, the next good point is that there are premium wordress themes...

I'm using wordpress. Their '5-minute install' lives up to its name, the software is up and running in no time, the admin page is great and there are a lot of hacks available if you need some extra stuff.
