Here's my main suggestions for if you are new as a webmaster. or at least what i have done:
1. get an account at www.freewebs.com because it is probably the best for new webmasters. 2. make it a basic account. 3. make a layout, a theme and such things with links and get the feel of having a website for a while, add counters and extras as well. 4. move to an advanced account and start experimenting, after you understand the basic feel of a website. 5. read some html help sites like the cheat sheet and experiment, 6. use available design programs if you like to help start off 7. get the understanding of uploading and naming pages, linking to pages, and updating them.
This is for the newest webmasters a good suggestion of where you can start. This is what i did and learned a lot from it. Of course freewebs isn't the best host, it's just best for learning and beginning. After you know how to run a website off there you should change a host if you realize you will need more abilities and stuff for your site. Maybe a bigger free host like pweb.info or somewhere and you use the cpanel with many more extras and script languages and so much more as you go on.
