It looks very general to me, but I guess it is a good start.

The only thing I don't like about this article is the page layout (is too bad)

I think there are some things where the beginning webmasters have to look for, but a lot of these "secrets" are from this SEO market which are used by the "SEO specialists" to have to tell something to customers...

I'm wondering why this "SEO specialist" have this kind of bad looking websites, just checked the site at w3:

Failed validation, 79 errors
....
....
This page is not Valid (no Doctype found)!
