my problem is fixed. the people from Adsense replied fast. they told me to add a robots.txt file for this:
User-agent: Mediapartners-Google* Disallow:
and the ads now are relevant. i think i will add this text file into all my sites.
this will help why? that makes no sense...

You could use a robots.txt like this :
