At the beggining i think it's not a good idea to reject submissions even if they are gambling, shopping, finance... What do you think?

No you don't want these spammers, even in the beginning.
None wants his/her site listed in a spam directory....

don't forget you have a webmaster directory, your spammers are thousands of black hat SEO companies, and millions of web design firms
just add websites you like

There is no rule saying just because someone submits to your directory you have to approve the listing.
I mean, really, did the person with the male enhancement product honestly think I would accept their site under the business guides section on a niche directory of crafting websites?
Trust us when we tell you that you have to maintain rules about your site, and the number one should be a permanent ban on gambling, drugs, porno, hate sites and sites that are clearly MFA (made for Adsense and offer no value). Unless of course you are creating a niche directory specifically for those types of sites.
Quality links will help build both you PR and your online reputation. Grow both and folks will be willing to pay you for a listing.

You are right! I just thought that the first sites submited would be accepted in order to grow my directory and people see an non-empty directory.

gambling is OK, in a general directory, but you need to pick the serious ones (and put them in the "gambling category"

It the site is based in the US, I don't think I'd accept gambling. It's supposed to be illegal to run a gambling site from the US, don't think I'd want to be promoting/linking to them when and if they ever figure out how to regulate them here.

Absolutely. Do not ever accept sites just for the sake of numbers. That would be very short sighted. Look at a directory as a website which needs to be useful to visitors other than webmasters. Don't look at it only as a source of backlinks. If you have quality listings with quality links, your directoty will grow in popularity. Remember, you are providing a service on the web.. make sure it is good.

Well, I replaced the advertisement at the right with a box with statistics and a few other ( changes at the footer). I was trying to make it as unique as possible and that was the reason i was asking. I know that there is a long way to achieve this...
